NASP lobbies MPs to challenge DVSA plans to make instructor access to the booking platform illegal

NASP has written to Ministers and MPs to voice serious concerns over DVSA’s move to make ADIs accessing the test booking platform to book tests for their pupils illegal.

The main national ADI associations have already challenged DVSA over the manner in which the original consultation was carried out, and the resultant decision-making process that will see trainers blocked from being able to book tests for pupils from May this year.

NASP has previously highlighted a lack of visiblity of any output assessment from the consultation, combined with a lack of solid evidence being provided by the agency that ADIs were signifcant bad actors in the scraping and selling of tests, as core reasons to review the consultation process itself – and the decisions made as a result.

Subsequent to the original consultation, DVSA have shared with NASP plans to change legislation so it becomes unlawful for ADIs to book tests for their pupils. Whilst the industry understood that proposals for the changes to the booking system could mean DVSA’s own policy and booking system rules would change, the original consultation information did not highlight that a legislative change could be made to make it unlawful for ADIs to access the booking system to book tests. NASP maintains this important detail has only come to light after the consultation closed.

It is the view of NASP that the consultation (and resulting decision-making process) was not carried out in a fair manner.
